Topic: Security to Critical infrastructure

DHS/CISA Protective Security Advisor Jon Richeson (bio attached) will discuss Security to critical infrastructure partners.    Preparing employees for a potential active shooter/threat incident is an integral component of an organization’s incident response planning.  Because active shooter incidents/threat are unpredictable and evolve quickly, preparing for and knowing what to do in an active shooter situation can be the difference between life and death. Every second counts. 

PSA Richeson will discuss the on-going threat environment as well as mitigation strategies and free resources available to partners to use in their security planning an risk management programs.

Speaker:  Jonathan Richeson

Protective Security Advisor Jonathan D. “Jon” Richeson is the current Protective Security Advisor (PSA) for the Cleveland, Ohio District. He contributes to the development of the national risk picture by assisting with the identification, assessment, monitoring, and minimizing of risk to critical assets at the local level. As a PSA, Mr. Richeson facilitates, coordinates, and performs vulnerability assessments for local critical infrastructure and assets, and acts as a physical and technical security advisor to Federal, state, and local law enforcement agencies.
 Mr. Richeson is a former U.S. Air Force officer having served as a Security Forces Officer. During his military
career he developed skills in nuclear weapon security, law enforcement operations, special weapons and
tactics, and convoy operations as mission commander. Mr. Richeson managed operations, resources and
training for the largest Military Working Dog Kennels and the only K9 School in the Department of Defense where
he led a multi-service team of 15 in the development and sustainment of 5 Department of Defense level
Military Working Dog (MWD) Courses. As Convoy Commander, Mr. Richeson expertly planned, organized, and
executed all security activities of the Air Force’s largest series of protection level 1 Special Assignment Airlift
Missions in 50 years.
Mr. Richeson entered Federal Service as a security specialist for CISAs Nuclear SRMA where he collaborated
on the harmonization effort between the Department of Defense (DoD) and Department of Energy (DOE),
examining approaches to the physical security of government and private sector nuclear facilities. From there
Mr. Richeson transitioned to the Commercial Facilities SRMA where he was instrumental in the development of
CISA’s Active Shooter Preparedness Program, coordinated and facilitated comprehensive risk assessments and
management programs for the Critical Manufacturing Sector by creating an Insider Threat Program, and supported owners and operators of thousands of mass gathering venues such as arenas, convention centers, stadiums, movie theaters, performing arts theaters, and other venues of mass gatherings.
Mr. Richeson transitioned to the role of Protective Security Advisor (PSA) for the Seattle, Washington District in
2016. During his tenure in the Pacific Northwest, Jon participated in emergency response operations for civil
unrest in Seattle, wildfire incident management response in Oregon, and supported state critical infrastructure
operations for the COVID19 pandemic. During an unforeseen supply chain issue involving chlorine production Mr.Richeson expertly coordinated efforts between federal, state, local, and private sector partners to ensure critical resources were received by key stakeholders.
Mr. Richeson has a Bachelor of Science Degree (cum laude) in Justice Administration from the University of
Louisville and has a Master of Arts Degree (with Honors) from the American Military University. Mr. Richeson’s
exemplary government service has resulted in numerous awards including multiple Air Force Commendation and
Achievement Medals, the CISA Silver and Unity of Effort Awards, and the Domestic Security Alliance Council’s
Distinguished Achievement Award.
