Sharon Center, OH, February 3, 2022 – The Ruhlin Company and Perram Erie Avenue Lift Bridge Joint Venture recently was awarded the Diversity and Inclusion - Prime Contractor of the Year for 2021. This award recognizes the outstanding prime contractor that has excelled in upholding the requirements of the federal DBE Program and has a demonstrated track record of partnering with, utilizing, and forming strategic alliances with DBE firms to participate on ODOT contracts through the awarding of subcontractors to DBE firms.

The team formed an exceptional partnership with ODOT during the construction of the Charles Berry Memorial Bascule Bridge Rehabilitation project, where they also won the 2021 Category 3 Conaway Partnering Award. The project repaired structural steel, stone, and other bridge items on the Charles Berry Memorial Lift Bridge, a bascule bridge on U.S. Route 6 in the City of Lorian, Ohio. The project also included replacing mechanical and electrical components and the approach span overlay.

Subcontractors contribute to the Project Success

The project had fourteen sub-contractors and material suppliers perform work. Seven of them were DBE companies including American Roadway Logistics, Cook Paving & Construction, Follow the River, Construction Support Solutions, Dmytryka Jacobs Engineering, Stevens Steel and Eclipse Companies. The overall DBE goal for this project was 10%. Much of the work that was on the critical path was performed by subcontractors, including the approach span, bascule span painting, and the installation and removal of the temporary operating system. Work performed by DBE’s also included landscaping, traffic control, and scheduling services. Tradesmen developed solutions to access challenges the existing bridge presented during the electrical and mechanical work. These subcontractors were also involved in the partnering process which was the key to success on this project.
