Earmarks are back, and Northeast Ohio members of Congress want to use them to fund everything from local sewer improvements to police communication centers to a park. The earmarking process lets members of Congress seek money for specific projects in yearly funding bills. Earmark advocates say Congress members are more familiar with deserving local projects.
The committee will decide which will get money when it puts together funding bills.
