Cleveland City Council President Blaine Griffin and Majority Whip Jasmin Santana are proposing stronger community benefits agreements from developers who receive financial assistance from the city, and changes to the charter related to how the city administers construction projects.

The proposals are a culmination of months of work from Griffin and the council, who have been meeting with developers to determine what community benefits they could provide in connection with projects that receive city loans, grants, tax breaks or other forms of financial assistance, like public infrastructure upgrades.
